The Monarch & The Captain

The Monarch, as he is simply known, is the leader of the Vostewylde Alliance, a regional league of towns and hamlets governed by Innesbyr, the capital city. The Monarch rose to power a decade or so ago, fueled by his wealthy platinum mining operation. He consolidated power in the region, created the Vostewylde Alliance, and has presided over a boom time, as those who head off to the mines send generous remittances back home, which further fuels other parts of the regional economy. He also runs a tight ship, and cleaned up the roads making the region much more inhabitable. No longer do Zhentarim mercenary caravans dominate trade through the Greypeak passes, nor do goblin or gnoll raiders dare strike those traveling on the Innesbyr or Daggerford roads. Bandits are seldom seen.

The Captain, as he is simply known, is the right hand man of the Monarch. His background is not well known, but he leads the military effort in the region, which initially operated as mercenary companies contracted for regional services. The mercenaries are now in-house soldiers and guards, who patrol the region and maintain the peace and order. In the further reaches of the Vostewylde Alliance, the Captain is said to still sub-contract some of the protective service work.

Recently, it has been whispered that the Captain is running a strange scheme to keep adventuring types or newcomers from spending much time in the region. Some say he employs sketch artists to doctor Wanted posters with the visitors' likeness, forcing them to stand trial on trumped up charges. Others say those rumors are hogwash, after all, the posters have official seals and warrants from cities in the Lords Alliance, places like Waterdeep!
